IRS review of Tea Party scrutiny in 2012 found bias: U.S. Republicans

WASHINGTON (Reuters) - The U.S. Internal Revenue Service in 2012 reviewed allegations that conservative Tea Party groups had come under extra scrutiny by the tax service's agents and found bias against conservatives, Republican members of Congress said on Tuesday.

"At no point did you or anyone else at IRS inform Congress of the results of these findings," Republican Darrell Issa, chairman of the House of Representatives Oversight and Government Reform Committee, wrote in a letter to Lois Lerner, the head of the IRS' tax exempt organizations unit.

Lerner publicly apologized about the extra scrutiny on Friday at a conference, setting off a storm of controversy.

Republicans probing the IRS scrutiny said the tax agency's officials informed them of the 2012 review in a meeting on Monday.

IRS officials also told Republicans that 471 groups had been placed under additional scrutiny as part of the agency's process, Issa said, citing the meeting.

"It is unclear whether conservative and Tea Party groups are continuing to be targeted even today," Issa said in the letter.

Issa, whose committee has subpoena power, requested a list of documents from the IRS related to his panel's probe.

The U.S. Treasury's Inspector General for Tax Administration is expected soon to issue a report on the allegations of bias against conservatives.

NVIDIA's Project Shield now has an official name (NVIDIA Shield), a release window ("by the end of June") and a price tag ($350). That's a full $100 step above the PlayStation Vita -- arguably the most competent competition for Shield's hardcore skewing demographic -- and even a smidgen over the cost of various full-on game consoles. Despite the high barrier to entry price-wise, NVIDIA tells us that Shield will follow the same annualized model that its mobile phone counterparts do: a new internal upgrade each year to keep up with the times. And we already know what that future looks like.

Given all that baggage, we can't help but approach our final hands-on ahead of Shield's late June launch with an eye toward worth of purchase. Is NVIDIA's Shield worth getting in on early?

Whatever circumstances have led to former Detroit Lions wide receiver Titus Young to be arrested three times in a week, his father, Richard Young, doesn?t recognize the person he raised as a child.

According to Dave Birkett of the Detroit Free Press, Titus had spent Friday morning with his father prior to being arrested for the third time in a week. The pair had made a morning run to get doughnuts and coffee and returned back to Richard?s house in Los Angeles. Titus told his father he?d left his phone and asked for the key to retrieve it. Titus then took off and wound up back in jail.

?I hope they just forgive Titus because this ain?t none of Titus, it wasn?t none of his fault,? Richard Young said. ?I look at my son right now, I don?t see my son. That?s not my son. I know my son. Titus is not the boy I really raised, I?m saying the way he act, the way he intermix in society right now. He shut down, he look through you, it?s like he?s depressed.?

Titus was arrested on DUI charges last Monday and released from jail. He then was arrested again doing his best ?Gone in 60 Seconds? impression and trying to steal his car back out of the police impound lot. Then Friday he was arrested for a third time and charged with burglary, assault on a peace officer and resisting arrest.

Richard recalled a conversation with his son after his troubles with the Lions where Titus was struggling to figure out what was happening to him.

?He said, ?I just don?t feel good. I?m not myself, I don?t feel good, Dad. I don?t know what?s happening to me,? ? Richard said.

Titus was supposed to re-enter a program Monday for medical treatment when he was arrested and wound up in the medical facilities of the Central Men?s Jail in Santa Ana, Calif. instead.

?We want y?all to pray for the Young family,? Richard said. ?Ain?t nothing we can do, man, but pray. We just want Titus to get well, that?s all we?re doing right now. We ain?t thinking about football, we?re thinking about our son now because I don?t know what?s going on with him.?

Whether it?s through the legal system or through the efforts of his family, let?s hope Titus Young can get the help he desperately needs.

T-Mobile US has quietly raised the minimum down payment on the iPhone 5 from $99 to $149. When announcing iPhone availability at the end of March, little a word said about the fact that the initial $99 price tag for the 16GB iPhone 5 was a limited time promotional offer. According to TmoNews, this increase also impacts the 32GB and 64GB models.

The iPhone 5 with eligible plan now increases from $579 to $629 as your total overall payment over 24 months. The 32GB and 64GB models don?t escape the price increase either as they move to $249 and $349 down payments respectively. That?s a $50 increase in the net down payment across the board leading to a $50 increase in the total cost over the life of the plan to $729 and $529

While this is still the lowest upfront price of any of the carriers, if feels slightly deceptive. On that note, if you?re look to switch before your current contract runs out, T-Mobile?s iPhone trade-in program is still in full swing.

As a physician and one of the more visible members of our health industry team at Microsoft, I frequently find myself as the first point of contact for people who want to work with our company.? In some cases this is other clinicians or developers looking for a job. More commonly, I get e-mail or calls from someone wanting to partner with Microsoft. The conversation often goes something like this:

?Hello, this is doctor so and so. I have just invented the world?s best, most fantastic new electronic medical record solution ever?? That?s about all it takes before my eyes start to glaze electronic medical recordover. How many times have I heard this before? Doesn?t this person know that there are hundreds if not thousands of EMR solutions already on the market? Do they have any idea how hard it is to break into that market? Can they even fathom the competition or how much money they will need to sustain this as a business? Some very big, multinational companies have gone down that road and backed away. Why does this person think they can succeed when so many others haven?t!?

I try to be polite and point out the obvious while not totally discouraging the dream. When I can, I point to developer resources that might be of help or to potential partners working on similar projects. I also point out that Microsoft is not directly in the electronic health records business. We went down that path a few years ago and found that it wasn?t a good fit for the company, with the exception of our consumer health platform, HealthVault. Instead, we collaborate with thousands of partners around the world who use our technologies in the solutions they build, including electronic health records, for institutions and practices large and small.

Health ITHealthcareITNews reports that the federal government has now dispensed some $13.7 Billion to hospitals and clinicians who have attested to the ?meaningful use? incentive program. 87 percent of eligible hospitals and about half of all physicians have signed up for the program thus far. While that is encouraging, HealthcareITNews also states that Farzad Mostashari, MD, the national coordinator for health IT, has stated that the industry is about halfway toward digitizing the healthcare system and 5 percent of the way toward reaping the benefits of that IT infrastructure. Scaling that success, practice-by-practice and not just among large health systems is going to the challenge moving forward . In other words, we have a long way to go and it seems to me the feds will run out of enthusiasm, money or both before we get there.

Electronic Health Record
That has me re-evaluating my stance that the last thing the world needs is another electronic medical record solution?that all the innovation has already been done. Yesterday, on this blog I described what some of the best minds in the country (including Dr. John Halamka) believe the market is seeking. I think recent innovations in tech (cloud computing and storage, natural user interface, touch, the ?internet of things?, big data, sensors, machine learning, apps everywhere, new devices and form factors, mobility, multi-media, etc.) have created new opportunities to re-imagine electronic health record solutions. Past generations of EHR/EMR solutions, often designed by engineers rather than clinicians, have relied too much on copying paper-based workflow. It?s time to rethink how we capture, analyze and share health information as well as who is best suited to perform each step of that workflow along the way. It?s time to admit that we have failed in our pursuit to develop the ideal solution or solutions, let alone solutions that are truly affordable at scale. I think we can do better.

So, the next time I get one of those calls, I promise not to roll my eyes quite so soon. If you are a developer, software engineer, or a clinician interested in improving health and healthcare by coming up with much improved EHR/EMR solutions, I hope you?ll stick to it. ISLAMABAD (AP) ? A look at several key players in Pakistan's national May 11 election:

?NAWAZ SHARIF: The head of the main opposition party in recent years, the Pakistan Muslim League-N, is considered the front runner in the election and hopes to become prime minister for the third time. His party, which appeals to a pro-business base and is strongest in central Punjab province, is considered the main rival to the Pakistan People's Party to form the next government. Sharif was ousted as prime minister in a bloodless coup in 1999 by then-army chief Gen. Pervez Musharraf and was sent into exile the following year. He returned to Pakistan in 2007 to lead his party in the 2008 elections, which was won by the PPP.

?IMRAN KHAN: A Pakistani cricket legend-turned-politician who could have a significant impact on the vote. He founded Pakistan Tehreek-e-Insaf, or the Movement for Justice Party, more than 15 years ago, but failed to gain much traction until 2011. That year he marked his rise as a major political player with a rally that drew more than 100,000 people in Lahore, the capital of Punjab province. Khan has appealed to a largely young, urban constituency tired with the current crop of politicians and the corruption that plagues the system. It's unclear whether he can win enough seats to form the next government, or simply steal key votes from the PML-N and the PPP, especially in Punjab. That could affect who wins. He could win more votes out of sympathy after a freak accident this week at a political rally in which he fell 4.5 meters (15 feet) off a forklift, fracturing three vertebrae and a rib.

?PRESIDENT ASIF ALI ZARDARI: The president rode to power on a wave of sympathy following the 2007 assassination of his wife, former Prime Minister Benazir Bhutto, but his tenure has been turbulent and he has long been plagued by allegations of corruption. Zardari is not running in Saturday's vote but as a former head of the Pakistan People's Party, which led the last government, he is a central figure in the party's electoral future. His unpopularity and anger over the performance of the government during its five-year term is likely to hurt the party's chances in the vote. The economy is stuttering, energy shortages plague the country and Taliban militants continue to stage deadly attacks.

?BILAWAL BHUTTO ZARDARI: The only son of the president and his late wife, he was set to carry the torch for the Bhutto family political dynasty in Pakistan but has largely been absent in this election. His grandfather, Zulfikar Ali Bhutto, founded the PPP and served as the country's president and prime minister. Zardari is too young to participate in the election ? the minimum age is 25 ? but he had been expected to play a key role in rallying voters. However, Taliban threats meant the Oxford-educated youth spent almost no time on the campaign trail, leaving the PPP without a central figure to rally around.

Plans to export US natural gas stir debate

WASHINGTON (AP) ? A domestic natural gas boom already has lowered U.S. energy prices while stoking fears of environmental disaster. Now U.S. producers are poised to ship vast quantities of gas overseas as energy companies seek permits for proposed export projects that could set off a renewed frenzy of fracking.

Expanded drilling is unlocking enormous reserves of crude oil and natural gas, offering the potential of moving the country closer to its decades-long quest for energy independence. Yet as the industry looks to profit from foreign markets, there is the specter of higher prices at home and increased manufacturing costs for products from plastics to fertilizers.

Companies such as Exxon Mobil and Sempra Energy are seeking federal permits for more than 20 export projects that could handle as much as 29 billion cubic feet of natural gas a day.

If approved, the resulting export boom could lead to further increases in hydraulic fracturing, a drilling technique also known as fracking. It has allowed companies to gain access to huge stores of natural gas underneath states from Colorado to New York, but raised widespread concerns about alleged groundwater contamination and even earthquakes.

The drilling boom has helped boost U.S. natural gas production by one-third since 2005, with production reaching an all-time high of 25.3 trillion cubic feet last year, according to the U.S. Energy Information Administration.

In recent months, however, production has begun to level off as the glut of natural gas keeps U.S. prices down. In response, producers have begun pushing to export the fuel to Europe and Asia, where prices are far higher.

Approval of all the projects currently under review by the Energy Department could result in the export of more than 40 percent of current U.S. production of liquefied natural gas, or LNG, which is gas that's been converted to liquid form to make it easier to store or transport.

The prospect of a major expansion of U.S. gas exports has tantalized business groups and lawmakers from both parties, and they're urging the Obama administration to move faster to approve the projects as a way to create thousands of jobs and spur economic growth. Increased exports also would help offset the nation's enormous trade deficit.

But consumer groups and some manufacturers that use natural gas oppose expanded exports, saying they could drive up domestic prices and make manufacturing more expensive. Many environmental groups also oppose LNG exports because of fears that increased drilling could lead to environmental damage

"Exporting natural gas will have serious implications for public health, the environment and climate change," said Michael Brune, executive director of the Sierra Club. "Building these terminals means lots of new fracking, and more fracking means more risks for Americans."

Bill Cooper, president of the Center for Liquefied Natural Gas, an industry group, called natural gas a safe, clean-burning alternative to coal and oil.

"LNG exports are a huge opportunity for the United States economy, our workers and our geopolitical relationships" with countries such as Japan that are seeking to import natural gas, Cooper said. "LNG exports will create jobs, increase government revenue and benefit consumers."

The administration has not said whether it will approve the projects. The issue is among the main challenges for Ernest Moniz, President Barack Obama's nominee to be energy secretary.

Federal law requires the Energy Department to determine that projects are in the public interest before granting export permits to countries that do not have free-trade agreements with the U.S.

Moniz, a physics professor and former top officials at the department in the Clinton administration, is widely seen as sympathetic to the natural gas industry. At a Senate hearing last month, he called the "stunning increase" in natural gas production a "revolution" that has led to reduced emissions of carbon dioxide and other gases that cause global warming.

A recent study commissioned by the department concluded that exporting natural gas would benefit the U.S. economy even if it leads to higher domestic prices for the fuel, as is likely.

Michigan-based Dow Chemical Co. and other manufacturers have criticized that study, saying it relied on 2-year-old data that doesn't account for increased demand for natural gas by manufacturers, trucking fleets and power plants.

Dow, which uses natural gas to power its plants and make products from plastics to pharmaceuticals, has argued against unfettered exports and said that could lead to price spikes that could harm the U.S. economy.

But John Felmy, chief economist for the American Petroleum Institute, the largest lobbying group for the oil and gas industry, said restricting trade to control prices "is bad for the economy" and could result in lower domestic investment and production, hampering jobs and economic growth.

"We cannot and should not build around a wall around United States," Felmy said.

Whether to approve natural gas exports is "a huge question that's facing the federal government right now," said Sarah Ladislaw, an energy analyst at the Center for Strategic and International Studies. Expanded exports not only could raise natural gas prices, but also could hinder development of renewable forms of energy such as wind and solar power that do more to combat climate change, Ladislaw said.

"How do you put yourself on a pathway to reduced (carbon) emissions over the longer term while not killing this golden goose which is providing low-cost energy to the United States right now?" Ladislaw asked.

Natural gas results in fewer carbon emissions than other fossil fuels such as coal or oil, but still leaves a significant carbon footprint. Environmental groups also worry that more fracking could harm drinking water supplies or cause other problems.

Kevin Book, an analyst for ClearView Energy Partners, a research and consulting firm, predicted that the administration will approve some new exports, but nowhere near the 20 projects that are pending before the Energy Department.

"Everything we see from the administration suggests they embrace the idea of a small first-allocation" of LNG export permits, Book said. "They are looking for some subset to test the market."

U.S. officials also must consider competition from countries such as Canada and Australia, where new LNG export terminals also are being proposed. The facilities cost billions of dollars and take years to complete.

Only one U.S. license has been granted so far, to Houston-based Cheniere Energy Inc. for an export terminal in Louisiana's Cameron Parish. Proposals to build plants from Maryland to Texas and Oregon are pending from energy giants such as Exxon Mobil and Conoco Phillips, as well as Virginia-based Dominion Resources Inc. and Canadian-based Veresen Inc.

The Energy Department has promised to decide on a case-by-case basis, but must finish wading through nearly 200,000 comments filed on a study last year that concluded more exports would translate to net economic benefits for the U.S.

Sen. Ron Wyden, D-Ore., chairman of the Senate Energy and Natural Resources Committee, said officials should seek a "sweet spot" for LNG exports ? allowing enough to spur drilling and increase gas supplies, but not enough to create export-driven price hikes.

Under the right approach, energy companies can "make enough money to continue producing, U.S. manufacturers have an affordable, stable supply of natural gas, and the environment is not only protected, but actually benefits from greater use of natural gas and lower CO2 emissions," Wyden said.
