Using a stroboscope to generate extremely brief bursts of light, Massachusetts Institute of Technology electrical engineering professor Harold Edgerton photographed this splash made by a drop of milk in 1957. Edgerton?s stop-action pictures, created as scientific experiments, made it possible to observe movements and interactions too fast to be seen by the human eye. By studying the milk-drop images, Edgerton learned, for example, that the shape of the coronet was determined by the size of the drop, the height from which it fell, and the thickness of the film of milk on the surface from a previous drop.

For 2011 on a pro forma basis, De Novo represents an estimated 30 to 40 percent revenue increase to Epiq?s projected standalone e-discovery segment.

Christopher Olofson, president and COO of Epiq Systems, was quoted as saying in the December 28th nasdaq.com press release: ?Today?s acquisition further advances Epiq?s leadership position in the attractive e-discovery space. With a strong customer base and extensive track record for successful client engagements, De Novo is an excellent addition to our e-discovery business. We see a significant opportunity in 2012 and are positioned well for strong growth.?

The company?s credit facility funded the closing consideration. As well, the transaction includes a deferred cash component and an opportunity for contingent consideration based on future revenue growth.

Epiq said De Novo Legal has particular prominence in managed review services.

'US reassures wary Israel over Saudi fighter jet deal'

Officials in the United States have sought to reassure Israel that the $29.4 billion sale of fighter jets to Saudi Arabia will boost Israeli security in the region, the Wall Street Journal reported Friday.

According to the report, Assistant Secretary of State for Political Military Affairs Andrew Shapiro told Israel from Washington that the sale, which includes 84 new F-15 fighter jets, will not affect Israel's "qualitative military edge."

The United States was confident that the Saudi purchase would benefit Israeli security by "bolstering moderate allies in the Gulf," especially in light of Israel and the Gulf country's shared beliefs about the need to curb the influence of Iran.

Officials in Jerusalem have not officially responded to the sale.


The United States announced Thursday that it will sell $29.4 billion in fighter jets to Saudi Arabia, in a deal the White House said would support more than 50,000 jobs and help reinforce regional security in the Gulf amid mounting tension with Iran.

The sale covers 84 new Boeing F-15 fighters with advanced radar equipment and digital electronic warfare systems plus upgrades of 70 older F-15s as well as munitions, spare parts, training, maintenance and logistics.

While the sale was previously okayed by Congress, the White House announcement comes at a moment of rising tensions in the Gulf region.

Both the United States and Saudi Arabia, which sees Iran as a significant potential threat, are worried over Iran's nuclear program. Iranian officials this week repeated threats to close the Strait of Hormuz in response to mounting US and European economic sanctions.

The sale also comes as President Barack Obama prepares to accelerate his campaign for reelection in November 2012, a campaign likely to be fought over the US economy and job growth.

A White House spokesman said the Saudi arms sales would give the US economy a $3.5 billion annual boost and help bolster exports and jobs.

The Obama administration cleared with Congress more than a year ago the potential sale of more than $60 billion of military hardware to Saudi Arabia over 10 to 15 years, including the F-15s, helicopters and related equipment and services.

The Saudi buildup, part of a wider US buildup of its regional friends and allies, could help offset the departure this month of the last US combat troops in Iraq.

In a statement released in Honolulu, where Obama is vacationing, White House deputy press secretary Josh Earnest said the kingdom had an important role to play in keeping watch over the region, which has also seen protests and political turmoil in Yemen.

Italian antri-trust body fines Apple for misleading customers on product guarantees

Apple Italia has been fined a total of 900,000 euros for failing to inform its customers that products purchased were already covered by two years of free assistance under national law. It appears that Apple employees encouraged the extra purchase of its own AppleCare plans. With the European court's continued investigation of possible e-book price-fixing and ongoing legal jousting with Samsung unlikely to end any time soon, it looks like Apple will be busy in the courts next year too.

Stressed Chinese fight back with pillows

SHANGHAI - A whirlwind of pillows bearing the names of bosses and teachers filled the air as hundreds of Chinese gathered to blow off stress in Shanghai, staging a massive pillow battle.

The annual event marked its fifth year with such a surge in interest from stressed young office workers and students that organizers held two nights of pillow fighting before Christmas Day and plan another for Dec 30.

"Nowadays there are many white collar workers and students that are facing huge pressures at work and at school, so we hope to give them an outlet to release their stress before the end of the year," said Eleven Wang, the founder and mastermind behind the epic pillow fights.

"Sometimes we have pressure on us by our bosses, teachers and exams, so today we can go crazy. Everyone will get to write onto the pillows the names of their bosses, teachers and exam subjects, and enjoy and vent to the maximum," he added.

"After releasing the stress, we can once again face our daily life with joy."

Pillows were handed out at the door as participants entered, then emotion stoked by a rock concert, with many on the floor of the huge event space rocking and waving their pillows in time to the music.

Then came the fighting.

Pillows filled the air, with many combatants opting for throwing rather than using them to whack opponents. A few hapless participants shielded their heads with as many pillows as they could hold, but most ventured eagerly in to the fray.

"I really enjoyed the fight, but my friend was useless. He joined in for two ticks and could not go on, he was afraid of getting beaten by other people," said 24-year-old Chen Yi.

"I thought it was pretty meaningful. I've just been working so much (at the office) and never get to break out in a sweat, so it felt really good."

Others gamely said they enjoyed the experience even though they ended up as attackees rather than attackers.

"I don't know who pushed me, but all of a sudden I was in the pile of pillows, where I became the target of many people, and was beaten by all sorts of people," said university student Zhu Shishan. "Very meaningful."

Kindle Fire stops blocking Android Market site, hijacking your browser

Some of you may have noticed, when perusing the interwebs on your Kindle Fire, that a certain Google-branded Market refused to load in the slate's Silk browser. In fact, it automatically redirected you to the Amazon App store in an unsettling bit of URL hijacking. Well, with the latest update to the tablet, that slightly befuddling restriction has been lifted and the questionable behavior rectified. Presumably this was originally intended to save customers confusion and support staff headaches when trying to install an app from the Android Market failed. But, actually intercepting and redirecting a user isn't becoming of a company that expects us to trust it with our data -- especially our browsing and financial info. Thankfully now, you can visit the Market in all its glory on your Fire, just don't expect to install apps from it any time soon (...at least not without some hacking).

Philip Morris to fight Australia plain packaging laws (Reuters)

MELBOURNE (Reuters) ? Philip Morris on Tuesday became the third tobacco giant to file a legal challenge against new Australian laws that will force tobacco products to be sold in dull, plain packaging from late next year.

The tough, world-first legislation cleared by parliament is being closely watched by governments considering similar moves in Europe, Canada and New Zealand. It has angered tobacco companies worried it may set a global precedent and infringe on trademark rights.

Under the laws, cigarettes, pipe tobacco and cigars have to be sold in olive green packs free from branding, but carrying graphic health warnings, from December next year.

Philip Morris, with a 37 percent market share in Australia for its brands including Marlboro and Alpine, said the government had passed a law that acquired its "valuable brands and intellectual property" without offering compensation.

"We believe plain packaging violates the Australian Constitution because the Government is seeking to acquire our property without paying compensation," company spokesman Chris Argent said in a statement.

Argent said Philip Morris Asia was seeking a ruling from the Australian High Court, the country's supreme judicial body, that the government could not prevent the firm from using branding on its cigarette packaging. Based in Melbourne, Philip Morris's Australian manufacturing arm employs 800 people.

In recent weeks, British American Tobacco and Imperial Tobacco launched separate High Court challenges.

Philip Morris said last month it was seeking arbitration over the new laws, through its office in Hong Kong.

"Big tobacco just can't give up their addiction to legal action," said Attorney General Nicola Roxon. "They have fought governments tooth and nail around the world for decades to stop tobacco control.

"Big tobacco is fighting against the government for one very simple reason -- because it knows...that plain packaging will work. While it is fighting to protect its profits, we are fighting to protect lives," she said in an emailed comment to Reuters.

EMERGING MARKETS

In 2005, the World Health Organization urged countries to consider plain packaging, estimating more than 1 billion people are regular smokers, 80 percent of them in poor countries.

The Himalayan nation of Bhutan banned the sale of tobacco outright this year.

Industry analysts say tobacco companies are worried that plain packaging could spread to important emerging markets like Brazil, Russia and Indonesia, and threaten growth there.

Legal experts have predicted both legal and WTO challenges will fail because intellectual property rights agreements give governments the right to pass laws to protect public health.

Australia's tobacco market generated total revenues of about A$10 billion in 2009, up from A$8.3 billion in 2008, although smoking generally has been in decline. About 22 billion cigarettes are sold in the country each year.

Britain decided last week to delay its consultation on plain packaging of tobacco products as it considers a series of issues after Australia introduced the new laws.

Ivory Coast president's party wins half of seats (AP)

ABIDJAN, Ivory Coast ? Ivory Coast election officials say the president's party now controls half of the parliament.

Electoral commission president Youssouf Bakayoko said early Friday that President Alassane Ouattara's party had won 127 of 254 seats in Sunday's vote.

Officials have hoped that the election can help bring stability and economic growth to this once-flourishing West African nation, which is a leading cocoa producer.

But the party of arrested ex-president Laurent Gbagbo called for a boycott of the legislative poll.

Gbagbo awaits trial at The Hague over accusations that his forces committed murder and rape after losing last year's presidential vote.

Prosecutors say about 3,000 people died in violence by both sides after Gbagbo refused to concede defeat.

The IRISphoto 4 ($99 direct), from I.R.I.S. Inc. is all about simplicity. You don't need to know anything about scanning to use it; you don't have to change any settings (in fact, there are no settings you can change); and you don't even have to connect the scanner to a computer to scan. Just turn the IRISphoto 4 on, put the photo you want to scan in the input slot, and the scanner will handle everything else automatically. If that sounds like your kind of scanner, read on.

In many ways, the IRISphoto 4 is similar to the Pandigital Personal Photo & Negative Scanner/Converter PanScn05 ($99.99 direct, 3.5 stars) and Kodak P460 Personal Photo Scanner ($109.99 direct, 3.5 stars) that I reviewed earlier this year. All three are limited to a maximum 4- by 6-inch size for photographic prints, all three let you scan without connecting to a computer, and all three are aimed at casual?which is to say consumer-level?photographers. However, there are some important differences as well.

Arguably the most important is that unlike the P460 and PanScn05, the IRISphoto 4 can't scan slides or strips of film. Beyond that, both other scanners let you choose between scanning photos at either 300 or 600 pixels per inch (ppi). That is the only settings choice they give you, but it's one more than you get with the IRISphoto 4, which uses 600 ppi in all cases when you're using the supplied protective sleeve or 300 ppi in all cases when you're not using it.

Still another difference is that, unlike the other two scanners, the IRISphoto 4 doesn't give you the option to connect by USB cable and scan directly to your hard disk instead of scanning to memory as a standalone scanner. On the other hand, it offers application software, which is something the other two scanners lack. ACDSee is both a photo album program and a reasonably capable photo editor. When you compare prices, keep in mind that you'd have to buy a photo editor separately for the Kodak or Pandigital scanner.

Setup and Scanning
The IRISphoto 4 measures 1.7 by 6.2 by 2.1 inches (HWD), which is small enough to take with you if you like, as well as store in a desk drawer when you're not using it. It has a 4-inch-wide manual feed slot in the front, along with the power switch and status light. The straight-through path exits in the back. Also in back are a memory-card slot and a mini-USB connector that lets you connect to a computer with the supplied cable, both to move files to the computer and charge the scanner's battery.

Setup consists of charging the battery, which, according to I.R.I.S. takes 4 hours for a full charge. That's it. Scanning is just as easy. The scanner comes with two protective sleeves. Whether you use the sleeve or not will determine the scan resolution. Given that the rollers in a sheet feeder tend to leave marks on originals, however, I'd use a sleeve in all cases.

Scanning with a sleeve consists of putting the photo in the sleeve, putting the sleeve far enough into the slot for the sheet feeder to grab it, and then waiting for the scan to finish. I timed the scans at a reasonably consistent 33 to 36 seconds each. Having two sleeves is a nice touch, since it lets you scan a stack of photos at essentially full speed. The time it takes to scan one photo is easily enough to remove an already scanned photo from the other sleeve, put a new one in, and have it ready to feed as soon as the current scan finishes.

Scan Quality and Other Issues
Scan quality for the IRISphoto 4 is comparable to the quality for other inexpensive sheet fed photo scanners. That translates to being good enough for casual photographers who don't have a critical eye and don't have any interest in printing the photos at a larger size than the original.

One advantage that the IRISphoto 4 has over the competition is the included software, which can do a reasonably good job of removing dust specks, adjusting brightness and contrast, and more, including adjusting shadow, midtones, and highlights separately.

If you need to scan film as well as prints, the P460 or PanScn05 is clearly a better choice than the IRISphoto 4. You might also want to take a look at the somewhat more expensive Kodak P461 Personal Photo Scanner ($139.99 direct, 4 stars) or, if you need to scan prints at up to 8 by 10 inch size, the Kodak P811BK Personal Photo & Negative Scanner ($129.99 direct, 3.5 stars). But if the only thing you need to scan is photos at up to 4 by 6 inches and with snapshot quality, the IRISphoto 4 can do the job, and the included software helps make it a more than reasonable value.

Lawmakers scramble as government shutdown looms (Reuters)

WASHINGTON (Reuters) ? Lawmakers, urged on by President Barack Obama, raced against the clock on Thursday to keep the government funded beyond Friday and extend a worker tax cut and jobless benefits.

Republicans and Democrats appeared to be backing away from a high-stakes game of "chicken" that has brought the U.S. government to the brink of a shutdown for the third time in a year and threatened an effective tax hike on 160 million people in 2012.

Party leaders likely fear a backlash from angry voters who already have lost confidence in Congress's ability to pass even the most basic legislation and will get a chance to render their verdict in the 2012 presidential and congressional elections.-

Negotiators were trying to reach a final deal on a spending bill to fund many government agencies, including the Defense Department, through the fiscal year that ends September 30.

Meanwhile, aides to congressional leaders were trying to craft a compromise bill that would extend a payroll tax cut for another year and long-term unemployment benefits.

Aides to Democrats and Republicans were trying to resolve remaining differences over individual spending items in the funding bill. In separate negotiations they were trying to find agreement on how to cover the $120 billion cost of the payroll tax cut extension and whether some long-term jobless benefits should be scaled back.

A flurry of meetings on Capitol Hill on Thursday afternoon suggested that the brinkmanship had given way to negotiations that could, barring a last-minute breakdown, produce deals to fund the government through September 2012 and extend the payroll tax cut and unemployment benefits.

"Congress should not and cannot go on vacation before they have made sure that working families aren't seeing their taxes go up by $1,000 and those who are out there looking for work don't see their unemployment insurance expire," Obama said.

Shortly after he spoke, top lawmakers from both parties began renegotiating a $915 billion spending bill.

Unless legislation is passed by midnight Friday, many key federal agencies, including the Defense Department, Homeland Security and Environmental Protection Agency, will run out of money.

There were some major differences between Democrats and Republicans over policy initiatives backed by federal funds, such as whether to place new restrictions on U.S. travel to Cuba.

There also was division within Republicans ranks over the spending bill and a push to extend the payroll tax cut.

House Speaker John Boehner, the top Republican in Congress, said he expects the spending bill to win passage. But some veteran Republicans, like Representative Steve King, said they were not so sure, especially with a pricetag that troubles conservatives.

"I think they are short of votes right now," King said. But he predicted leadership would ultimately round them up.

Lawmakers were also negotiating on how to extend the payroll tax cut for workers that is set to expire on December 31.

"By the end of the day we should have a good sense of whether we're on the compromise track or the train wreck track," said a senior Senate Democratic aide of the spending and tax bills.

Democrats want to attach to the payroll tax cut extension a continuation of long-term unemployment benefits that will start phasing out early next year. Republicans want to scale back those benefits.

The payroll tax cut would give 160 million Americans about $1,000 a year in additional spending power. The White House and a number of economists say it would boost the country's fragile economic recovery, although many Republicans question that.

The heightened activity on Capitol Hill on Thursday raised hopes that Congress would avoid the first government shutdown since late 1995 and early 1996.

Earlier in the day, Senate Republican leader Mitch McConnell said he was "confident and optimistic we'll be able to resolve both (bills) on a bipartisan basis."

But House Democratic leader Nancy Pelosi, at a separate press conference, raised the possibility of Congress having to pass a seventh stop-gap spending bill to give more time for negotiators to work out a deal on funding through September 30.

After meeting with Obama on Wednesday, Senate Democrats backed down on their demand for a surtax on income over $1 million to pay for the payroll tax cut. But they will still be able to campaign for re-election telling their core supporters that they fought for months for a tax hike on the wealthy.

On Thursday Senate leaders were negotiating over alternative ways to cover the $120 billion cost of the payroll tax cut extension.

China shifts focus to growth, as momentum falters (AP)

SHANGHAI ? Weakness in the West is exposing China's failure to make consumers a bigger part of the economy, pushing its leaders to promise a more balanced response to tough times than they managed during the previous barrage of stimulus. For China's stability, and world growth, they need to get it right.

After two years of cooling the economy following the splurge in spending in 2009, China has pledged a more "pro-active" economic agenda for 2012. The aim: to keep growth steady while preventing a potentially destabilizing rebound in inflation through what Beijing calls a "prudent" monetary policy.

But the long-promised shift to growth that is less reliant on supercharged and often wasteful levels of investment could be even harder to swallow this time around: China cannot count on support from recoveries in the U.S. and Europe to buoy exports, and another investment binge would lead to even greater imbalances.

Foreign investment in China fell nearly 10 percent in November in the latest evidence of the rising toll that weakness in the West is taking on the world's No. 2 economy.

With the European Union ? China's largest export market ? in the doldrums, Commerce Ministry spokesman Shen Danyang described trade prospects Thursday as "grim."

An economic planning meeting this week ended with pledges of greater flexibility in moving to fend off the chill from the European debt crisis.

After 30 years of rapid growth, the economy is bound to slow, Yu Bin, head of macroeconomic research at the Development Research Center of the State Council, or Cabinet, said Thursday.

"We believe China is now coming to the end of this period of high economic growth," he told reporters in Beijing.

The question is by how much.

China's economy grew 9.1 percent in July-September, after expanding 9.5 percent in the first half of the year. Yu said the government's forecast for growth in the coming year was "lower than 9 percent."

Three years ago, with exports plunging, a 4 trillion yuan ($586 billion) stimulus package backed by lavish bank lending helped China's manufacturing sector bounce back quickly from the ripple effects of the global crisis. Investment in construction projects and real estate went into overdrive.

That helped shift the economy toward a greater reliance on domestic demand instead of exports ? a needed rebalancing sought both by Beijing and by its trading partners. But the lending spree was so heavily weighted toward investment that it failed to raise consumer spending as a share of the economy, economists say.

Investment rose from 43 percent of economic activity in 2008 to over 50 percent in 2010. Consumer spending, the lion's share of activity in most modern industrial economies, fell.

"The failure to make significant progress in reorienting the economy toward household spending is now being exposed as foreign demand is again slowing," economist Mark Williams of Capital Economics said in a research note Thursday.

Despite the double-digit growth in retail sales, partly because it is coming from a low base, spending remains too low to make up for the demand lost from the no longer free-spending American baby boomers.

China's leaders have acknowledged the country's need to expand social services, slash household tax burdens and put more money in consumer pockets.

"It is unsustainable to have China's long term economic growth be overly reliant on investment," said Yu, of the Development Research Council. "The government has recognized that, which is why it has emphasized the importance of boosting domestic demand, especially consumer demand, to shift away from a model excessively reliant on investment."

Still, as China's leaders prepare for a succession to a new generation of communist leaders, the likelihood of major reforms appears slight. With labor unrest flaring and financial conditions deteriorating across many sectors, from small companies to government-backed building projects, Beijing is obsessed with stability.

Though most recognize the urgency for a more balanced, consumer-led economy, "Officials are most likely to err on the side of maintaining growth," Williams said. "In practice, the imbalance is likely to grow."

For now, China's leaders are committing to "fine-tuning" policies, such as easing credit by further loosening bank reserve requirements to put more cash back into the economy.

Reports say the government will support exports by setting up special trade "bases" and aiding exporters in inland areas, which have lagged behind the richer coastal regions.

Controls on the property sector will remain as authorities work to deflate a bubble brought on by the lending spree unleashed in 2009.

Stringent curbs on bank lending helped bring inflation down from a 6.5 percent peak in July to 4.2 percent in November. Property prices also have begun coming down, but they remain a priority for leaders anxious to prevent unrest linked to a weakening of the gains in quality-of-life that buttress the Communist Party's claim to power.

Other likely strategies include tax cuts and increased government spending in areas such as high-tech and renewable energy that Beijing hopes will help drive growth while keeping inflation in check.

Beijing has little choice, given the massive debt loads for banks and local governments left over from the 2009 lending bonanza, says Ren Xianfang of IHS GlobalInsight.

Though the investment boom worked wonders then, it carried risks of its own.

"The bottom line is: the policy tools available to China this time around will be much more limited compared with three years ago ? leaving the country's economy much more vulnerable to severe shocks," she said.

Quick, can you guess which of the world?s airports tops the charts for the most ?check ins? on social media?

We?ll give you three hints:

More people prone to self-promotion per capita than perhaps any other city on the planet.

If you answered Los Angeles International Airport give yourself a badge. On Tuesday, Facebook announced that more people checked in via Facebook or a third-party location app while at LAX than at any other airport in the world.

?We are honored and excited for Los Angeles International Airport (LAX) being named the ?Most Social Airport in the World? by Facebook,? airport officials told msnbc.com via e-mail.

Rounding out the world's top 10 social airports are Atlanta, Chicago O?Hare, San Francisco, Dallas-Fort Worth, Denver, Sydney (Australia), Phoenix, Las Vegas and Suvarnabhumi (Bangkok, Thailand).

?Travel is inherently a social thing,? said Travis Katz, founder and CEO of the social-travel site Gogobot.com. ?People check in at airports because they want to let people know they?re leaving home or landing somewhere new.?

That desire may also explain some of the report?s other findings. Last year, check ins were 20 times higher than average on Dec. 18 with additional spikes occurring on Dec. 23 and 24, presumably as people headed to the airport to catch holiday flights.

After Christmas, the chatter died down again before spiking between Dec. 29?31 in anticipation of New Year?s Eve.

Unfortunately, Facebook didn?t suggest why LAX was the most social airport, although one could be forgiven for thinking the city?s celebrity culture might play a role.

?Checking in is a self-serving sort of activity and L.A. is a hotbed of self-centeredness,? said Nick O?Neill, founder of Holler.com, a location-based mobile planning and search app. ?Celebrities and people like that are all about broadcasting about their awesome lives.?

By that measure, he suggested, the No. 1 ranking may say less about LAX than it does about the city it?s in: ?I wonder if there?s a correlation between the volume of plastic surgeries and the number of check ins for any given location.?

Woman slams dead raccoon against Vt. city building

(AP) ? Police in Vermont say a woman who might have been angry about a dead raccoon left on a street took its bloody carcass to City Hall and angrily slammed it against the building's doors.

Burlington police say the woman left the raccoon's body outside City Hall before walking off one morning two weeks ago.

Witnesses have told the Burlington Free Press the animal might have been hit on a nearby street and that the woman might have been upset no one from the city had come to collect it.

Police say the woman faces a possible vandalism charge. They also say her actions created a public health hazard.

They're seeking the public's help in identifying the woman and have released a description and surveillance photo of her.
